The value of assessing situations, circumstances, operations and futures, has never been in doubt and has been normal practice in many disciplines. The losses attributed to not applying this good practice consistently to general management have been forcibly recognised over the last few decades causing authorities in Europe to make it a requirement under law.

Regularly and consistently identifying potential harm or interruption and agreeing how to remove or mitigate it is a process that has to be developed until it is accepted as practice that is part of an organisation's culture.
